Respect Avendell
I believe the Citizens of Avendell are getting fed up with the abuse of their hospitality. Too often faction members walk the streets with weapons in hand. The guards should make an active effort to stop these rude people. To start, there should be a guard at each of the three entrances to the city which must give permission to anyone who wishes to enter. These guards can check to see that noone enters the city with an equipped weapon (this can be scripted). Guards in the city can also check for equipped weapons. Anyone found in the city with an equipped weapon will be prohibited from entering the city in the future (i.e. they get a hidden token which will be recognized by the gate guards). People would still be able to try before you buy in the shops as there are no guards there, but would have to remember to disarm before leaving. For those that say "I forgot" , that's just too bad. The gate guards can have an option to allow people to bypass the city to the next area (i.e. go from silver road directly to dark forest or terrace and the reverse). The dragon could be relocated to the terrace, there is a suitable area for landings and takeoffs. And for those that complain "what about monks " , anyone can fight with their hands, monks are just a little better at it, we're not gonna chop anyones hands off.
Here's the part some will love and others will hate. Gate guards should not allow anyone with a relic to enter Avendell. Taking a relic into Avendell is an abuse of the protection the guards provide.
The expense for the additional guards can be covered by charging an entry or bypass fee, say 100 gp/level.
Too many factions use Avendell as their base of operations instead of their home city and the Citizens of Avendell won't stand for it anymore.

as the laws of the universe prevent me from using my weapon in avendell anyway, why should anyone care that i wave it around? Avendell is the city of trade, so kicking people out for being mildly impolite would be silly.
OTOH the idea of adding an avendell bypass and making avendell relic-free has a lot of merit.

i mite be wrong; but iirc (while looking at a map of NS4) it appears to me that if one wanted to take a relic from NS city (or menzo or even garagoth) to AO without use of dragons one would HAVE to go thru Avendell......i think it is impossible to walk/run a relic from either of those 3 cities to Sleeth(or Melecia or Daeron) without going thru Avendell....

World of Darksun has scripting in place for this. You had better not carry a weapon in town. The guards warn you twice, then go hostile for about 24 hours (real-time). The difference is that they are a lot stronger and they have a darn good KD roll.
I fully agree with making Avendell dragon-relic-and-weapon-free. Also, perhaps a ferry at the inlet? I don't know, though...Avendell has a bit of a problem with this "Leona" woman. Perhaps she needs to be run out of town before they can make any significant improvements?

Or in the Dark Forest. Don't want to move the dragon too far.

A fun and interesting idea, but not necessarily important. It doesn't go along with the theme of NS4 in my opinion, its cool for RP-type servers but it would kind of be like a fish out of water in Avendell.
Also, Avendell is a City of Trade like any other city. Because of its location. Avendell is by the coast, close to the port of Falme and the largest city in Aetheria. Its just too important of a route to prevent from being used in Relic Wars.
