this sounds interesting
a friend and i were discussing ns3.5 when i mentioned that u have to have a key to get into the dwarves. we both thought it might be kind of cool if on ns4 all the towns were locked behind doors and when u started a char u received a key to leave and enter. perhaps u could start your first quest to receive the key? anyway i thought that might make some things interesting, say if u lost it in a pvp random drop u could go see the gatekeeper for another(he would be located outside the city). even if u wanted to raid a city u had to find the gatekeeper and get the key he drops.....anyway, whatcha think?

Or a character's home city key never drops if they get killed in pvp.
The key for non-home city invaders from the key keeper npc is different... maybe lets them into a room with a dragon in it. With no drops on the dragon. Or maybe the dragon could drop Toto, the little doggy, and the invaders could help the doggy find Dorothy.

I would recom different aproach, non steal/dropable town keys for each faction members to their own towns and instead if you want to siege other faction town you just have to damage gate to some points not 9999 dmg but some reasonable damage and after that you can open gate or bash it all the way to end and destroy whole thing, but i like more of damaging it to some point and then just "use" and it open. So attacker doesnt need key, but instead some time to hit gate if theres defenders they can gain some extra time to come to aid while other is storming at gates, give chance for other faction members aid their own factions when sieged.
This way none will eventually have keys to every city and every deciding to pillage city need some effort for it. Gate hp until it can be opened or destroyed should also differ a bit if keep is ranked as castle or outpost for example.
