Why not get an item or flag that players can get/give back, and what it does is makes it so that when a player with the item/flag kills another person with item/flag they get exp/some type of reward for it. So, if you're a newbie, don't buy it, and epics won't get rewards for killing you

Marker can be done.
Not too hep to this idea though...needs more depth than kill players in opposing faction and don't want PvP to be the focal point of the game.

What if we made it so that we had a "shard mine" in which is close to the home faction city. The point is you have to take these shards and place them in some other city (opposing faction city). Now RPwise you need to get the shards there to open your portal to home (or any other rp you want to insert). Now upon returning these shards to there home from the shard mine you get xp and such. You will also get xp fer killing the shard carriers. Somehow you would have to make it clear on who the shard carriers are. I think this could add a bit of depth to PvP and make it so that it is fun to raid cities

I had a simliar idea to the top suggestion, except mine didn't involve an item.
My idea was simple:
You didn't enter the PvP arena until you PvP'ed yourself.
My idea was the first kill/stone/whatever you made put a flag on you that made you now a participant in PvP and also subject to PvP rules. The main rule was that you would not lose XP for getting PKed until you were a participant in it. Also players that PK people that are not PvP participants would not gain XP for the kill.
XP rewards/losses for PvP could then be drawn out according to whatever challenge system that is determined. I personally would like to see some base XP gain/loss adjusted for level +/- 10 levels.

Yeah there'd be issues to sort out. I'm not saying it's foolproof, but I think it's on the right track.
With that said I think almost every system that one could come up with could be worked around in some way shape or form. The solution is to have DM intervention at some level, and maybe even logging to figure out who initiated combat, and who killed who.
Unfortunately any system will be exploitable without a human who can do the proper checking and field complaints.
