Tweak turn undead so that low-level undead can be killed by this ability. Something right now prevents that.

speaking on undead a turn ability ...
non good toons with turn undead and necromancy focus can dominate undead on a successful turn roll perhaps limit it further by only death domain clerics can do this. one undead can be dominated at a time and only if you have no summons curently active.

Or, if possible, it could effect an amount of undead equal to cleric caster levels, or a random amount with that maximum, or number or CR levels equal to some formula. Effected undead would then become 'party-friendly' and would attack party enemies for a duration, at which point they revert back, or are instantly destroyed.

In other online games that I've played, often times there existed 'leagues' (note these games were purely PvP, with no ai or targets per se... kill or be killed combat). I was privvy to see some of these systems evolve over time from a player run set of duels or 4v4 battles to the games being programmed as 'behaviors' or modules for bots that ran those games to the point where the modules were being built for the server as plugins that ran locally, rather than client side bots that acted as syspos.
I'd like to begin this process with just some simple scheduled sparring, and maybe a forum thread to set games up. Players can keep track of scoring etc. But it would be cool if there was DM/dev interest in setting up some sort of scripting that would allow players to initiate automated games and scoring. Would be perfect if you could message to all players in a specific zone, as the 'referee' could then make announcements as the match progresses.
Some of the basic ideas are:
Type of game
1v1
2v2
3v3
4v4
Select Players (this would list the players within a radius, like journal ID works)
Team 1
Team 2
Team 3 (?)
etc
Different options could be explored for how the teams are setup... for example you could have a single player setup the game thru one dialog interaction, or you could allow the game to be open, first come first serve. The first player to initiate a battle determines the game type (1v1 etc) and is automatically the captain of team 1. The next player to interact is capt of team 2, after that, a player should be able to choose their team, until that team is full. Players should also be able to leave a team before a match begins.
As mentioned, hopefully there will be interest in something like this, or perhaps it already exists in some form that could be customized/modified for the NS arena. I'd love to throw ideas around for this one, because it would be cool to be able to go to the arena and have a good 'session' of fights with the same guys, switching up teams and not have to worry about burning scrolls or casting resurrection and binding and gold or accidental xp loss, blah blah.

They can if they have evil domain... or if the Paladin is a planar subrace (like Aasimar). Currently BGs and Paladins aren't very good at turning though... pretty weak at it compared to a cleric (Paladin/BG levels are counted as half levels, where Cleric levels are counted as full levels).

Really? I thought their levels counted as full levels AFTER they got turn undead (ie. a paladin can turn like a cleric 3 levels lower). But I'd really like turning to become useful in the general scheme of things, I agree that it's rather under-used.

Will dragons, kobolds, etc. be able to ride the new upcoming horses. If so, can I get a screenshot from beta before the changes actually go in the game?

Only PC appearances (Dwarf, Human, Elf, Gnome, Halfling, Half-Elf, and Half-Orc) can be on a horse.
