Are Jobs in-game for every faction or some and not others? Trying to figure out how to get one and who to talk to. My char is ranger, joined the circle. Just for kicks I made another char in the LA (wanted to see how NS looks ) he had no trouble at all getting a job...
Any insights given will be appreciated, thanks.

Not all factions have jobs at the moment. As the jobs are finished they will be implemented. :)
