Improved Knockdown question

If I have a barbarian who's got knockdown and a base attack of a million or so, sholdn't I be able to take Improved Knockdown as a feat? Ever?

This is more of a general NWN question, so feel free to tell me to stuff it. I was working on a build on a test mod, and for the life of me couldn't figure out why I could deal 150 damage crits to dragons, but not take Imp. KD. as a feat, even at level 39.

Did I miss the fine print on Imp. KD.?

Thanks for any insight into this...I'm stumped!
