How to delete a character in game?

I've been looking arround via the search feature of the forums, and so far have had little luck in finding where to look in game for the "deletel" npc.

If I understand correctly, there is an npc in each faction that you can speak with in order to delete that particular toon. Is there a somewhat standard place in each city where this feature can be found? Am I mistaken about this npc all together?

Devil Angel. Located in the Temple in most cities; located in the northwestern part of town in Melencia.
