Halfling subrace Bug

So on 04.26.04 thought I would check out the halfling subraces.
I have successfully built other subraces.

Went through the configure subrace screens properly, but upon entry, the reductions to the char skills took effect, but the character was not issued a "token" with the special subrace abilities, nor were the stat increases present. Perhaps the stat increase is tied to the token. It seems that the stats should get decreased then the token issued after exiting the rift?
Im sure the bug exists at least for me cause I tried 3 times.

Is it a world-wide bug?
Is it limited to the NS4 Beta 3 server?
