Problematic players
I don't know if this is the right place, but here goes ...
I have no problem with someone playing his character the way he decides to play him/her. RP is RP and we all get into it and that's how the fun is made.
Even when a player makes his character incessantly taunt by tell/shout other characters, although annoying, you can still stretch this enough to pass this off as RP.
But when a player logs off his character to make him escape the consequences of this character's behavior (i.e. RP), then logs on another (stronger) character of his to annoy by spells, acts of aggression and taunts those characters angry (in RP) with his first character - then I call this player not able to make the difference between RP and RL and, consequently, this player should be barred/banned from NS.
I speak here of the player of the characters Padril and Vindur.
If that kind of player is tolerated in NS, then it is a damn shame and a black mark on NS. No more, no less.

i'm pretty sure it doesn't go under this category.....however switching to a high lvl char in order to exact revenge is against the rules. i would assume this would also cover things like picking a fight and switching to higher char once the mood is set and a fight is forthcoming in the near future.

It's illegal. Get a screenshot and report it to the mods. Relogging a higher level charater to pk is allowed only to defend one's faction.

Well, now there's the player named TerminalLnsanity (he plays Nomius characters) and he kept harassing/pking me by switching characters, each time I got out of Avendell. I didn't have time to take screenshots. The first time he pked me with an extremely high chartacter and laughed about breaking the rules on the shout channel. The second and third times, he kept waiting for me to leave Avendell with another character, more powerful than mine. Although I don't have screenshots, there were witnesses (KST Kromix, Havok, for instance). Zaranthys, for future referance please PM that type of thing to a DM. Posting that a player needs to be banned is a great way to start a flame war on the froums which is something we go to great lengths to avoid. Regardless we will look into this for you.
That being said, this is a PvP server, with very few rules about what is and isnt allowable. What rules we do have can be found here:

Rgardless of the spicifics I see what your trying to say and unfortunately doesnt really work here. Although personally I enjoy RP very much and will act accodingly to what char i bring in, ie someone from NC will treat/attack people much differently then my drow most do not see the difference they play according to their login not their chars. Even with my chars when you see my FoN char around I am your ally but if my drow see you well...you get the point.

I think the DM's try to encourage a more RP atmosphere and I love special events since I can get into that role but a lot look at others like friends/emenies of their login as oppose to the specific char on.
btw even if somone logs on a diff char and doesnt kill you but tracks you down and annoys by casting immobilizing spells, grease,stonehold, etc just to get a rise out of you i dont agree with either.

It seems everyone is a DM these days... he has gotten answers ranging from "illegal" to "maybe" to "no, regardless of specifics". No doubt it would leave one confused...

I would just like to add that if anyone reading this has any problems with characters and a DM is not available -- put a shout out as to your location and who's attacking you and the Bretheren (and now FoN guild members) will likely SWARM there to protect you...
One of the main goals of our brothers (and sisters) is to make exploring the lands of Aetheria (Ns4) an enjoyable one, and we do not take kindly to the dastardly evil types who prey on the weak and defenseless as they struggle on their way.
So instead of getting dissapointed &/or logging off, or posting on the boards... just 'tell' a brother or sister or (i can't speak for FoN) but I'm sure there up for a fight when evil is at work, or shout out to the heavens and maybe an Archangel will come to your rescue

In fact, I am considering speaking with the leader of the Bethren, Ander Cain, in a possible friendship between the Bethren and TSS - provided si Cain and I can manage to put to rest our, ah, past differences
