Scrolls DC

When using a scroll how is the DC figured? If a wizard uses a scroll will it take into account his own experience, lvl, feats, bypassing SR etc. or it doesn’t make any diff who the user is. Just wondering if once a scroll is created the effects and DC are set at that point or can be augmented by the user. I know all scrolls tell you what lvl they are set for so I had assumed that was for duration
