Question concerning mixed class...

I have a 4th lvl fighter who is part of the AO, and I want to take him to Bard at 5th lvl, but it doesn't seem to be possible....the option isn't highlighted! Some folks have told me that all classes were permitted in the AO, so I don't know whether this is a bug or one of many purposeful restrictions on NeverSummer.

Can someone give me some insight? If it's a restriction, is there somewhere that gives a list of all the restrictions?
