talking when dead

This is a rather stupid question buy how do you talk when your dead.

This is probably not a NS4 specific issue but I never noticed till lately that I didnt know how to talk when Im dead. I know its possible cause I see people ask for a rez all the time. But I never noticed any problems since I usaully dont ask for a rez, usually its just faster to respawn and earn back whatever xp of gold you lost. Anyway, when I tried to talk when I died the respawn/wait for help window just keeps poping back. If press any key the windows just keeps returning. So what am I missing?
