Lowbie hunting...

I always thought that lowbie hunting was just part of the game here, but after reading some on the Player Guidelines section of the wiki I found this: Excessive killing or the hunting down of low level characters for sport are unacceptable. Can lowbies call foul on this if say a mage who isn't very good at killing people of his/or her own level decides to feel like a big boy/or girl and kill noobs on the mountain? Been killed a bunch of times and I'm ok with the 3 kills in 6 hours rule, but for those who are new and maybe don't have as much time to kill on the server, are they protected with DM support of this? It's on the wiki so asking to make sure it's not just a player's opinion and an actual rule.
