Ok this happened to me a week or two ago, i had organised a trade with someone for a Dwarven crafted rapier so used the anvil to try and swap it over from my mule, and it got ninja looted. Tonight/today about 10 minutes ago or so it happened to another player except he lost 3 or 4 items +.
What im asking for here is an official ruling from the staff about this subject. I thought it was quite clear that stealing/pick pocketing/attacking - any and ALL hostile actions are not allowed in FD or Avendell. This is true wether the item(s) are in an anvil on the ground, etc etc .
The reason I believe it needs some clarification is that two players in particular refered to using the anvil to transfer as an exploit and basically sucked in to you, you got what you deserved. I tried to point out that in my opinion as i stated above and for those reasons taking other peoples items out of the anvil is indeed illegal. The reply was its not meant for transfering so your allowed to steal from it.
Either way, it seems to be wuite a grey area so maybe a nice loud answer one way or the other, or I dont know change it so the anvil cannot be used to transfer ?? and YES this will kill me personelly because im not in a guild so i would have to go and purchase another copy of NS4 grab an old machine and use it to mule by duel logging. Because heck asking someone to watch your stuff while you transfer and it might be stolen ?? who knows.
Thanks for reading, i look forward to this issue being adressed.

Re: Stealing from the Anvil in Avendell.
the anvil was never meant to be used for xfers. transfering items in it is at your own risk.
just like dropping items on the ground to transfer if someone happens upon it...its your fault for leaving it around.
if you don't like this kind of thing to happen to you ask a player to hold the equipment while you relog. if they take off with it, i'll get them
. its only illegal to steal from players in avendell when they are trading between 2 players, at which point items have to hit the ground. unguarded items left in odd places have not protection.

If i am not mistaken using the anvil to transfer items was convered in another post. I think the point of that was dont do it its not a chest.
As for stealing in Ave, as long as its not in the anvil that was covered in another post aswell.
I think the point of that was do steal things from players trying to transfer its considered a hostile action.
As for me well i dont really care for the no hostile rule in any city. Its weak and breeds more cry babies on the server, of which we have enough. I think you should be able to kill anyone anywhere except a shop, as killing them when the keeper has their things could cause serious cry babieness.

you can 'solo-transfer' items another way too... but it's slightly risky.
I could pull this trick off 9 times out of 10, and haven't tried it for a while now.
1. make sure both of your toons are in the same zone
2. pick a zone that is VERY seldom used!
3. drop the item(s) on the ground
4. watch the time/clock on the comp, the very moment the hour rolls over, QUICKLY relog* the other toon
5. if you are fast enough, the cleanup script won't have trashed the items.
note: it helps to have a decently fast computer and harddrives (SATA Raid0 even better), it helps to have the toons on the same bioware account so you don't have to relogin...
another way is to find a quiet corner of the avendel map and do it there - if you see a group of people standing around chatting or whatever you can use their presence to avoid losing the items to cleanup. (Tho i imagine this is less useful now with 24 hour shops there - people mostly goofed around there because they were waiting for 6am)
another way that -may- work is to find a random chest in the world then destroy it, put the item in the loot pile (if one shows up) then relog... i've noticed this kind of loot pile seems to stick around for a few minutes even if you have left the zone - it may move around on the map tho.

EDIT: ignore the following.. meant to reply to relevant thread.
I think moon was refering to this line:
As for myself, have never used the Anvil. Always another toon or guild chest. And if ever items were of significant value, ie books, I would then ask the helping toon to not only pick up but relog incase of server crash.
I just wanted to warn others, I didnt see the prior warning.
