Summon Creature IX Duration

The duration of Summon Creature IX is very short, along the lines of 1 round/level - same as Gate. This is a dramatic difference from the other Summon Creature spells. Is this deliberate or an oversight?

the duration was adjusted to that many years ago to counter an exploit used by power lvl'rs...like i used to be

another fix was put in and the durations have never been adjusted since.
