The discussion about alignments had little to do with the original topic. It was hijacked. And if you're right about moods, then I would be very happy with it. for the sake of the topic, i don't see any realistic reason to try to justify a PM raiding for anybody but MA or SL. if this were an RP server then yes it would make sense if the PM had some motivation to do so. but it isn't an RP server no matter how much you try to talk like you have an accent. if it were an RP server i don't think you'd see so many enemies partying up to go hunting.
In general it is a RP server if you want it to be one. And about most of the players not rping: yes, it is hard sometimes to continue, but it is still worth the effort. Try to stay in your little rp group and ignore all the OT shouts and character names, especially those absolutely ridiculous names.
And as said, you don't need a rule for everything, just try to act mature and with some common sense. In that case, you will notice, you won't get spanked a lot by DMs
