It is supposed to, I have no clue why it doesn't. Basically If a teifling/drow casts darkness and an aasimar casts light at the same time they effectively counterspell each other. Yup... Abjuration is one of the best schools to focus in.
I doubt Dispel Magic is very useful... even Greater Dispelling is only useful in some cases.... also, I'm not sure if Arcane Defense: Abjuration has been implemented or not... but someone can test that real quick with a level 1 character.

It might be nice to see the lower dispells get a boost like greater did...
And I did test the arcane defense in abj and it didn't make a difference to being dispelled... that was about 4 months ago.
