Faction issues?

Yesterday I noticed a group of 3 or 4 people all purple to me, meaning they were very high level killing all the guards in Never Summer.

This is not a problem since guards are valid targets for xp gain.

My question is why did these people con. nuetral to me?
When I walked next to these people while in combat I got attacked by attacks of opportunity so I know I must be conning enemy to them.

Is this a bug they are exploiting or is there some spell/item I am not aware off?

If they are nuetral to me, then they must be nuetral to the rest of the guards, how is this posible after killing so many?

There seems to be a bugg with people properly being set to hostile or non-hostile when entering the server or logging on. Most times it's it's some one that is not on their own faction's server that appears non-hostile to you, but you appear hostile to them.
