Brethren key generators not working properly

We seem to be having problems with our key generators. The generator I have on one of my toons isn't distributing keys to any of the tagged characters I've tried using it on, including himself. Apparently, the other generator one one of our mules is keying some characters, but not others.

The tag isn't updated yet, which tag are you using?
