I looked up a normal Grizzly Bear's and an Ancient Dire Bear's in-game stats for a reason:
So, the technical answer is that Dire Bears are treated as Outsiders by the game engine, although there's no reason for it I can see considering that all their monster levels are in Animal.
The only logical answer I can give is that Dire Bears were intentionally kept out of the hands of Animal Empathy, à mon avis.

If memorie serves well the dire bear was set to outsider by the devs.
This because the DC of Animal Empathy is hardcoded in the engine, at the values of 20 for non hostile animals and 30 for hostiles. it was done to prevent verry low lvl druids and rangers to take the dire bear as pet.

I don’t really see much point in intelligence anyway, even at very high levels of intelligence, wizards still don’t realize it would have been smarter to be a sorcerer.
