Which would gain levels faster? An ECL 1 race playing a non-favored class, or an ECL 2 playing a favored class?
For example,
A Half-Ogre pure fighter or an Earth Genasi pure fighter.

ok so lets say you are attacking a level 1 CR an it gives u lets say 50xp as a regular level one character.
ecl1= 26xp
ecl2=20xp
the ecl 2 gets 100xp at levelk one making it so he would need 900 more xp to hit level 2
esentially it would take 45 CR1 at level 1ecl2 to gain the 900 xp needed to hit level 2.
the ECL1 however needs 37 CR1 at level1ecl1 to gain 1k xp.
With this path continuing with them huntung the exact same area all the way to 40 ... the ecl 1 will lvl faster.
(Numbers are prob off ... but its the same example)

Luckily numbers and words are completely different. Why do you suppose mathematicians don't use them when they work...
Yodas figure for ECL0 and ECL1 seems a bit off (~50% penalty for ECL1 is way higher than my experience tells me), but the difference between ECL1 and 2 is appropriate (23%).
based on anecdotal evidence you should expect ~20-25% of the base rate penalty for each level of ECL. From favoured class you get 10% back. so 1 ECL gives a bigger penalty than favoured class gives bonus.
