NC Vigilant job broken?

Is there something else that I have to do for anything beyond Vigilant 2?

After reporting progress, I stopped getting job points in the Outskirts.

...This makes me sad.

Am I off base in assuming something's wrong?

the text script might have been glitched for some reason but after reaching 2nd lvl you need to go to arnoth mountains and meet with the mine forman to rid the mines of whatever "disease" wink wink might be affecting the miners.

The disease is probably drow or wizards or something disgusting like that

Hasted intelect devourers, or something else entirely appropriate for a level 4.
