Complete Rules for NS4

Can someone please tell me where I can find the complete rules for NS4. I'm looking for information that I have seen in the forums. Specifically, things like Devastating Critical disabled in NS4, Can only take 1 prestige class per character, etc. I really need to find this information in order to design a suitable character.

They're not done yet. Since this is a Beta, *everything* is subject to change. Part of what you're doing is finding the things that *should* be changed. It'd be silly to go to all the trouble to write down the rules and keep changing them as we go, wouldn't it? Don't worry about making a suitable character, it'll just get wiped regularly, anyway.
