scroll usage

scroll usage
i have a question about using scrolls...what is the implementation on it? my lvl 8 cleric can't use hammer of the god scrolls until lvl 13...which she can cast btw. she can't use flamestrike until lvl 9(a high lvl spell scroll than hammer) and she can't cast the spell. why is the disperity between using and casting so great?

The scrolls are probably too high of a level for you to cast.
Spell Scroll (5) requires a lower level to use than Spell Scroll (15)
Fireball for example...
A level 5 should be able to use Fireball (5) because it does 5d6 dmg.
But shouldn't be able to use Fireball (10) till level 10 since it does 10d6 dmg.

Aye, you hit it on the head a few posts ago, but I'll summarize for quick reference:
- Spellcasters - You need to have the spell on your list (Wizard for Fireball, Cleric for Hammer of the Gods, etc), you need to meet the minimum ability scores (13 WIS for 3rd Cleric spells, etc), and you need to have a caster level equal or greater than the CL of the scroll (Bigsby's Crushing Hand is a 9th level spell and therefore could be cast by a 17th Wiz, but if the CL of the scroll is 20 as most are, then you need to be 20 Wiz to use that scroll, etc); if you meet these requirements, you cast the spell without any checks automatically.
(Edit - There are a couple of spells which don't require the CL check, with Spell Mantles coming to mind; additionally, we've put a couple overall-level-requirements on certain scrolls like we do with armor/equipment, such as Shapechange, to keep them from being abused at low levels for fast XP, in which case it will just tell you you can't use it just like you couldn't equip too high-level armor)
- UMD - You need to make a UMD check equal to 10+CL of scroll; DC 30 for the above-mentioned Bigsby's Crushing Hand, for example.
- Universal Spells - A very small number of scrolls can be used by anyone at any time, even Fighters and other total non-casters, without any check or requirements; Raise Dead is the most common example in this group (although Resurrection isn't).
