ECL and creature difficulty

Just an odd question, when you "examine " another creature and it says overpowering, etc is that comparison based on your listed lvl or your level with ecl?

Listed character level.
But, it's such a draining job that, until you've DMed on an NWN server yourself, you the playerbase, have got to cut the DMs some slack. - Flailer
