Is the weaponmaster allowed to all factions or waht about it?!

If it is not listed as exclusive to a particular faction, it is allowed to all.

Yes, that's the vibe I'm getting. No assassin/shadowdancers or assassin/weapon masters.

If your faction says druid, ranger and barbarian only. And shifter for unique PrC then I don't see a way for you to go waeponmaster.

Any class can become a weaponmaster... it just takes longer than it does for a fighter.
