Staff of Death

does anyone know how the staff of death works with the lvl drains? i noticed that if i lvl drain a creature 3 times in a row i get a boost to my hp(not much only 5). is it supposed to suck the life force out and grant it to the user?

On-Hit level drain used to add temporary HPs when used, but I thought this was either bugged or intentionally deactivated by Bioware something like a year and a half ago.
