Is blinding speed tweaked on this server, or does it last the standard five rounds per use / one use per rest cycle?

Big time tweeked.

Lasts for 2 rounds/level, 80 rounds at 40. If you don't have someone to haste you, or are going dex, it's a nice feat to have. It also gives +2 dodge AC, +1 AB, and an extra attack.

What if you do have the ability to cast haste? How does it tie in then?

+1 to AC. Also Blinding Speed is undispellable, even by relic cradles.
I have always imagined that when shamed prepares for relic events, he grabs his bull horn, he finds his Napoleon hat, and he settles in for a weekend of barking orders and generally pissing off everyone in the tc/nc coalition. - Burrahobbit

It's +2 dodge AC unless Lokey has just recently nerfed it.
