Translation. Do not attack any other player or NCP in these 2 areas. This includes inside any building within these areas.

Pickpocket, Taut, or any other skill or feat of this nature is considered as an attack. Summons that attack counts as an attack by it's owner.

Isnt that why youre invulnerable in those areas?

Not all areas inside the No Attacking Zones are invulnerable.

Whether or not makes no difference. The rule is stated above.
