Perhaps there is info on this somewhere and I haven't found it yet. So, I've decided to ask the question here.
Twice now I've heard of Players declaring "such-n-such" zone as theirs. Anyone coming into that zone will be killed; repeatedly if necessary. Now, before someone says, "Well, just avoid that zone" I would like to mention that sometimes blocking a zone denies you access to other places.
i.e. Your friends/group is waiting for you on Giant Mountain, but someone is "owning" Ogre Pass.
Perhaps these issues are handled case by case.
Any Official word would be greatly appreciated

I believe it falls under this ruling.
And I think the only exception to that is Rift Shards zones and exits from them. I don't believe you can "occupy" the only exit from a Rift Shard with the intent of killing anybody trying to leave the Rift Shard zone.Commandments wrote:IX - Thou shalt not harass another player so that it disurpts that player's enjoyment of the game. So, I'm just curious about this too.
Revenge logging is also against the rules. I.e. I get killed while playing a low level character, I log out and log onto a high level char and go hunt down my assailant. That is not allowed.
However, since the scenario where the killer is staying in one place and claiming property is allowed. And it is allowed for that player to kill another player numerous times as an exception. Would it also be acceptable for me to log onto a higher level character and relieve the area of the bully?
Again I'm just curious.

and I do believe putting yourself in a situation where you are "happen" to run into the original PKer after you log onto another character does put you in violation of this rule. I also know they consider "area" to not be limited to one Zone. So if you are just passing by or even close to where you were PKed with your other character you could still get in trouble if you engage the player who killed you. Your best bet is to either wait 30 minutes or ask permission to log another character and SS the conversation. If he is actually looking for some good PvP he won't mind you bringing another toon that may challenge him.

I never looked into it, but if you relog a different toon and are attacked by ther person who killed your first toon you can attack back. The baiting of the attack (going to the "owned zone") based off of this shouldnt be a problem I wouldnt think.
