I and a party member, today, ran across one such a player. We were experimenting with killing the ogres at Server 1's Archaeologist Camp map, and arriving at satisfactory success, when we began to be damaged by an unseen enemy. Suddenly, a summoned Lantern Archon appeared and began attacking us. We assumed this was part of the 'uncontrolled summons' bug, and therefore didn't attack back, as we expected its owner to eventually realize their mistake and call in their summon. This didn't happen -- in fact, that owner of the summon, "[~] Alexia", began to attack us as well. Without provocation. We sent numerous talk messages for her to stop, and yet it continued, until I had been killed by her summon. I respawned, being transferred to another server and being assessed a respawn penalty because it was her summon that killed me, not her.
My party member and I returned to the same spot just 5 minutes later to attempt to regain the lost EXP, and she was there yet again, and proceeded to do exactly the same, this time killing my party member as well.
We returned, and yet again, she was there, and once again began to attack us. At this point, my party member got furious and began to attack her, eventually bringing her to "Near Death". She ran and logged off.
Returning to our original spot to kill ogres once more, we were confronted with another player-- "[~] Aya". Obviously the same person, but with incredible fighter stats, returning to finish the job that she couldn't finish on the other character. She purported to be the same level as I am, which is 8, and yet she derived a miraculous Critical Hit of 89, and subsequently derived another miraculous Critical of 77 on my party member, killing us both.
This is not only detrimental to the community that Neversummer is trying to build, but it is also directly against the rules:

After taking 1200 XP and around 12,000 GP in respawn penalties, and telling us, "Now don't come back.", I would not hesitate in saying that this [~] Alexia is PKing to the point of harassment. This is probably one of the toughest subjects in online PWs – sometime players deserve it, sometimes they don’t. Sometimes it’s accidental, sometimes it’s purposeful and malicious, or simply without reason. The servers will be Player vs Player and faction battle will happen, however general common sense should tell you if you are going to far.
Excessive killing or the hunting down of low level characters for sport are unacceptable. PKing to the point of harassment, to where it affects another player's enjoyment severely, will also not be tolerated. As with Pick Pocket, resolution of PKing situations that come to a DM will depend largely on the reputation of the players involved and their histories.
As for why I'm posting to these forums, I would've contacted a DM, but there is rarely a DM online.
I suggest something be done, otherwise NS4 will lose end-users not to the PW itself, but to maliciously unmitigated PVP.
