there are some items however that didn't get effected by the change. ice axe is one of them i think

No - all 2-handed and double-ended weapons *should* be updated now. There might be some that were missed here and there, but they should be in and dropping.
You will need to obtain new versions of the weapons though - they don't just update in your inventory.

Perhaps adding the defensive bonuses given to 2ended weapons to bows as well? As far as using a bow goes right now... They don't seem very popular once you have to start doing exorbitant amounts of dmg to targets and it takes 5 min of beating for a target to die, especially since it always ends up in melee combat and using a bow there sucks.
I've seen a few exceptions, but having to rely on hips/darkness seems a little too cheezy.
So, maybe adding defensive bonuses to bows and allowing MA Fletchers to make "endless quivers" instead of 99arrows/12hours could help.
An endless quiver being an item that when used pops a nondrop stack of arrows into you inventory. There would be a few different types of quivers, 1 for each elemental type. Maybe even one that does sonic arrows.
Or, could try the implimentation of the archer token that they had in NS3, an item that adds bonus dmg based on level. Bonus dmg is removed if bow is removed. Token having a duration of 24 game hours or something, useable after every rest.
Maybe let bows have the best massive crits of any weapon. Allows long and short bows to make up for them having the shortest crit range of any weapon (no keen on bows). The same for Xbows (like anyone uses them), eventhough they do have a slightly larger crit range than reg bows they also have a lower multiplier, also they can't be used by AA's.
