i also want to point out that if you make bows and arrows srtonger to help the AA class then you make all the SD rouge archers even more powerful with adding even more damage to there sneak. perhaps the new arrows and bows can have some limitations AA class only or whatnot. i would say have only AA that can craft them but then you would get people who craft the arrows and sutch just for there rouge archers.
a possible solution
The concern for losing BAB before 20th is a major concern since it will effect leveling for those characters and make other characters completely ineffective. Perhaps instead of limiting the low end by requiring a character to take 5 levels in a row of any multiclass simply not allowing them to advance past 30th level if they don't take one of the classes they have been neglecting. This would keep the cheese builds from getting to 40th level unless they round out their character while still allowing for fluid advancement through 20th. Likewise this would not affect as many characters currently because they would still have the levels available to finish off the 5 levels required in any classes they have taken. Very few builds are past the stage where they can not take 5 levels in a class and even those that can't would still be able to advance if they continue to take a class with less then 5 levels in it. This would still be a sweeping change but would affect far less players immediatly and only really curb the high end cheese builds that we are concerned about. For those people that have earned a 40th level character through donations perhaps simply de-leveling them so that they fight within these new parameters may help bring some game balance to them as well.

A good solution MLoki - and the one that is already prpposed
Why not modify AAs by giving them an automatic bonus feat every 3 levels that gives them +2 to damage rolls with a longbow/shortbow?
At 30 levels of AA (the max) that's +20 damage. Not overwhelmingly powerful, but it should be at least some help at beating DR and catching up to the massive damage I've seen inflicted/hit by high-level characters.
