Use Magic Device Question

Use Magic Device: Widely implemented, custom implementation used by any character trying to use an item that requires them to be another class. Does not peter out at high levels like Bioware's version.

Am I reading this correctly that anyone using Use Magic Device can use items that they would not be able to otherwise?
Is the level of use, if this is correct, based on the value of the item, or something else?

if you have UMD, you can usse a restricted wand/staff/scrolls/armor/weapons/equipment/etc... it then depends on your lvl and skill of UMD... that's all...

And the "not petering out at high levels" refers to how the DC for constant-effect requirements, such as class or race restrictions, are higher in NS than in regular Neverwinter; in regular NWN, you can basically use any restricted item once you're over 30 total in UMD, but here it behooves you to keep pumping it as you can... especially with new items in the works!

I know that this is a bit off-topic for this, but theres a scroll we found that said "TEMP" on it. It looked like a logo for a shirt, but it was on a scroll and was Divine Power Level 5. Is this a bug, or has it been here for a while or new?
