Level requirement on scrolls

There is made a lil error in one spell: Hammer of the gods is a 4th level spelslot and therefor a 7th lvl cleric has access to it. Thou for some reason a 7th level cleric,bard,rogue can't use the scroll cuase its set on a level 16 requirement.
Please adjust it, it sounds kinda idiot you learn a spell, cast it and even write it down, but can't read what you are writing.
Not sure this is the only spell with that failure.

In a related matter, are there any plans to enable scroll scrobing for the HotU spells and other spells that aren't scribable yet?
