I don't use it myself, but the next steps should be roughly the same as in Photoshop. Once you've opened the screenshot file, you can either save it as a jpeg (if it have a lot of detail) or a gif (if it has a lot of areas with roughly the same colour. Shoots in dungeon areas usually end up with large areas of black & sometimes end up smaller as gif files).
If you're saving as a jpeg, you'll probably get the option to set the image quality. Halfway along the slider (or half quality) is more than enough.
If you're saving as a gif, you'll have to convert it to indexed colour. An adaptive 256 colour palatte with no dithering are the things to look for.
You should be able to get the original 2+mb 1024x768 targa (for example) down to 120-150kb or less & not have the reduction problems you do now.
You don't even need an image editor that can open .tga's. When you hit prntscrn the image should also be saved to the clipboard as well as to the tga file in your nwn directory. Just hit the prntscrn key, then open the image editor and you should be able to paste directly in.
JPEG is the best compression as far as I am concerned and bob is right that 50% is probably almost overkill. When I compress to jpeg for filesize I usually set it to 33%.

Gimp is a nice free opensource image editor (Look+Feel like Photoshop, but missisg some feeatures)
And then theres always Suprnova for those *cough* "backup" copies of photoshop/paintshop/anything you want... you just need bittorrent to download from it though (p2p downloader)
If you just wanna convert files to other formats/compress them... i'd check out a program named ACDSee... i dont remember where to get it though... its a windows only program and its been ages since i used windows heh
The NWN screenshot function is particularly handy if you need to cap a string of screens in rapid succession (as opposed to pasting them from the clipboard), or simply don't want to break from the NWN window to fire up an editor.
NWN saves a targa file each time you hit printscreen, so if you've been using the key then cutting & pasting, check your NeverwinterNights\NWN folder. You may have a number of 2.3mb (at 1024x768) NWN000x.tga files sitting in there taking up hard drive space that you can safely delete.
Just another idea: I use a program called Clipmate. When you hit Print Scrn, a copy of the file goes to clipmate and saves it there so that you can have very many screenies in an easy place to find. Also is very handy since it overides the normal windows clipboard allowing you to save your cut and paste operations instead of loosing them the next time you use the ctrl+c function
