The logic is that the server's current location has a pipeline being paid for by someone who is volunteering to provide bandwith and rack space. If donations were more reliable, enough to guarantee being able to pay for a commercial connection every month, on time, I'm sure the Devs would have gladly located the hardware in a co-location facility in their home town. As it is, we're taking what's been offered, gladly.
