I'd like to participate in one sometime, the few I've been online for I've not had a character within the lvl ranges announced

Some events should be for lvls between 15 - 20 and much could be accomplished away from avendell. Imagination is a good tool in which could use to combat boredom.

Actually, there was an event not long ago in that level range, and the turnout for it was terrible. Truth is, people who have toons that level that they want to work on don't stay that level very long, and getting a large enough group to make an event worthwhile can be difficult.
I've been thinking that it might be fun to set up a series of events to level a big group of toons together, maybe even from 1-40. Pick a night + time where the most people can make it, choose a way of identifying those toons (perhaps a tag like from a guild or perhaps just a list of who is in the group) and then meet on a regular basis, sorta like a DM ran long adventure.

The only problem with something like that is while it sounds fun, it would be too difficult to maintain and keep the same toon’s together for a long lvling campaign like that. Between ECL 0-3 builds and relic bonuses as well as preferred race bonuses by lvl 10+ you would be starting to look as a gap spread that could harm the overall party exp.

Simple, the DM wands can just "levelup" people, tho I'm not sure that wouldn't make it more favorable for those who choose ECL3 builds.

Or people could just suck it up and realize that they chose an ECL 3 toon and that you'll suffer. Even if you're 5 or 6 levels down, participation in a DM event is a unique opportunity to participate in something different than the normal grind of killing mobs most players have killed over and over again. Whenever there is an event, its best to try and approach it in that way, think of it as a big mixer; an opportunity to play with a wide variety of people that you might not normally get to party with. People get to learn a lot during events about building, what works on this server, what new ideas people have, etc. Great learning experiences, great time for meeting other people, and a unique opportunity to get some xp in a different way, and maybe, just maybe, get a trip to the prize room or even some unique/rare items.
EDIT: I say suck it up when it comes to ECL 3's cuz I have 3 lvl 40 ECL 3's
and although lvling sucked, it was worth it in the end.

After each DM session the group can check the highest level toon, inform everyone and set the group's adventure level at that level for the next session. Just make it that no toon should exceed the set level for the next session.
This way you could even bring in new players if the DM/group so wish.

Thats not such a bad idea uFIS, and doesnt require divine help.
on a previous server, my toon Twig and I used to host a twice a week game session that started with lvl 1 toons and progressed to 40. Took about 3-4 months per group to progress all the way though. Ran 4 in all, and even on the first run, the Gods couldnt resist getting invloved. If there is enough intrest, the days of Twigstock, could come again.

Another option is to make everyone take races with the same ECL, but that still wouldn't solve relic XP differentials.
