Awhile back I used to play a game that had great PvP and relics. The thing I enjoyed most about that game was; you could choose to go to zones and do nothing but PvM, and, the other factions weren't allowed into those areas. If you "chose" to go relic raiding and engage in PvP, then that was your choice.
I think to do this would be alot of work. It would mean adding probably 8-10 zones onto the back side of each factions city. I'm sure half of the people would think it awesome. They could level-up unmolested to 40 and then engage in PvP. Others would probably say that it would create a place for people to hide and thus hurt PvP.

And then there was the event for low levels where AO took over, and booted the SL people (and the offensive horse toon) out of the party and kept pk'ing them. I'm not usually a fan of PvP, so I just stood to the side and watched the pk'ing occur. If I got in the way and got killed, the person who killed me either had to talk to me the rest of the night, or the guys I partied with would take over and engage in the PvP that they enjoyed.
