Attribute increases via books and jobs, the implications?

Quick technical question for you chaps.
My key character recently gained +2 to his dex from a book, and +1 as a result of a successful job.
For each of these increases, do they count towards minimum dex requirements for say Epic dodge. Eg. the min requirement is 25. Do I need a Dex of 25 when you include, or exclude these bonuses?

On a related note, my character also had his Int increased by +1 to 17. If I added a further single point of Int, would that result in gaining the additional skill point per level?

The only "base" ability bonuses that count towards feat prerequisites are from subrace bonuses and books. In other words, books don't show up as "green" bonuses on your character sheet.
