This is a contentious issue as some instances are subject to personal position or point-of-view. However, other issues are clear cut to the DM team regardless of the player's view.
Most Harassment Issues are covered in the Commandments. Although the word "Harassment" may not be in a rule statement, by not observing the rule can be construed as a form of Harassment.
eg: VIII - Thou shalt not disrupt the server community. Behaviors that directly affect other players, DMs, or others in general that are deemed disruptive by a DM shall not be tolerated. This is not open to debate on the forums.
Reading those commandments every couple of months is advisable to keep them fresh in your mind as they are there to help you enjoy your gaming experience in Atheria.

Harassment through "Tell".
There are some of the opinion that this is an impossibility. That they can "Tell" to another player to their heart's content without any repercussions. How wrong you are if you think this way. There is nothing in the rules that says you can't smack talk so long as it's within game parameters in "Tell" but at some point the person on the receiving end may decide that "enough is enough".
Yes, players have the option of just ignoring the "tell" coming in and do well not to reply, unfortunately, "Tell" can disrupt the flow of conversation that the receiving player maybe having in "Party" or "Talk" mode. Therefore the option to send the "offending" player a "Tell" asking them to stop sending tells is an option, which should be observed. If the "Tell" continues, the receiving player then can send another "tell" informing the offender that "tell" coming from them is being viewed as Harassment and that should it continue a Screen Shot will be taken and the DM's informed.
With SS as evidence the DM team will in all probability take action against the offending player. The Screen Shots required are of the entire Tell conversation, so be prepared to take several of them if necessary in-order to prove you case of Harassment against yourself. Make sure you are in good standing when making an accusation. Do not goad someone into sending disruptive "Tell" then cry Harassment. To do so will be dealt with harshly. Do not reply with insulting or harassing comments comments after receiving a disruptive "tell" in order to encourage the sender in their disruptive actions and then cry Harassment.

Example: Being legally attacked, running for the gates of Avendell and crying foul when the Bigsby's Crushing Hand on you doesn't "magically" disappear.
Another instant of "Tell" harassment is making a perceived R/L or R/T threat eg: "I can find out your ISP and get you into trouble."
Other forms would be to use Race, Religion, Sexual Orientation or derogatory language against a person in "Tell.
A simple rule of thumb: If you wouldn't say it over "Shout" then don't say it in "Tell".
Keep in mind, the DM Team takes a very dim view of Harassment in any form.
