Are tieflings, genasi, Azerblood and Aasimar considered Outsiders for the purpose of turn undead in pvp?

I've had my lvl 40 Githzerai turned by the clerics in posi plane
. Rough place to fall to your knees. Too many big swords swinging around.

Is it (or should it be) Good turns evil and neutral, Evil turns good and neutral, and neutral can turn good and evil or just neutral??
In a related idea --> Would be nice to have more balances to compensate for neutrals getting so many perks, well I guess pure paladins and fully dedicated BG's now do more damage to neutral so thats a good start.
What I mean is spells like prot.vs.good/evil don't help vs. neutral (perhaps in this case, it could be scripted that if you have both good and evil prot. going that should protect vs. neutral?).

If your an outsider, planar turning will turn you regardless of alignment.

But in the planes Humans are the "outsiders"! Ergo planar turning taken by a member of a planar race used on the planes should turn non-planars

I guess if it was their "home" plane... so an Azerblood should still be an outsider in Plane of Water... but I don't really feel like implementing any of that... there's very creatures with Planar Turning feat, and probably no PC's that have taken it, given it has the highest requirements of any feat in NWN.

No one has yet, but with all those githzerai runnin around, I'm sure somebody has to be tempted to give it a shot.

My Planer turning cleric is at lvl 20 now...its a real pain having to have your charisma and wisdom at 25 to get the feat ...I have to rely on my buffs which still do not help too much when you have no ac,ab and hp...but at lvl 17 i tried the turning in north town and its pretty cool to see 8-10 skellies go flying and land near death...so another 20 lvls and a ton of charisma it should be fun to see what it can do...

There's a question. Do you have to have the feat planar turning? Or can you just take one of the domains that allow you to turn outsiders. I was of the mind that you could get away with doing it like that, rather than have to take planar turning

The Planar Turning feat will cover all outsiders. The Cleric domains will only cover their respective areas. Good turns evil outsiders, ect..
Serving NS4 proper as Lathander and Sleeth as Bahamut.
