Santa's NS Cloak

Santa's NS Cloak isn't really an NS Cloak at all.

It is, however, quite stylish.

Could we have a way to bring Santa's NS Cloak up to snuff?

For example, could we take Santa's NS Cloak and a regular NS Cloak, and bring it to someone in EC, who'd take the two (and a million gp) and give us a "Santa's Refurbished NS Cloak" that keeps the best attributes from both?

Or perhaps take the twilight shards and "Santa's Twilight Cloak", giving a cloak that's slightly better than the standard NS Cloak. Especially if the helper could be more like those little death-dealers found on the north pole.
