Capt Jack respawn time

After doing the undersea Gaol quest I find that when i get back to the Gaol Capt Jack is never there and it means waiting ages for him to respawn. Maybe it would be possible to make him appear on entering the Gaol.

I cut the time by 60% for starters. If that doesn't work we can try the entry spawn since it was easier to just reduce the time. It will be in next build.

Its not in until next build. Maybe a few days.
