Either boosting the monsters up so that no one can solo passed say level 5 would work or you could apply a negative exp synergy bonus for people that do not group. That will make them group.

I'm pretty sure althought not 100% sure, they changed chain shirts to medium in 3.5 Edition. Overall I made note of it because I bought one for my rogue in the beginning because the shop stated it as light armor but was unable to use it because it is not considered light armor.

Minor Armor Bug

In the initial stores when you speak with the armsmaster of a barracks they give you a list of generic items that you can purchase. When you bring up light armors, chain shirt is listed under these items but chain shirts are actually medium armor.

The racial ECL is meant to be a hindrance and a challenge for experienced players. It is not meant to be easy and they should not receive special treatment. Many players will find the leveling tedious and time-consuming but if they cannot handle it, then they need to make a human that levels normally.
