why is south down? Why can't I find the fourm for south? I feel lost and confused! Help??

What is this thing?? And WHY??? I've been reading the rules, and I can't find one single word that says it is okay to kill other players without an agreement. Have I missed something here? I just don't get the point with this elements in NS.
