I am doing the STR ring quest....hermit will not accep tthe duergar belt.

I am doing the Ring Quest again...made it to Evenshire...and that hermit will not accept my offering (SPOILER WARNING HERE...) I'm bringing the right item (2nd hermit...duergar belt) but he will not accept it...Is something broke here or has the quest changed in some way? Thanks in advance!
