I don't know about the sheild design things... There isn't much variety unless NS becomes CEP, which would be awesome, but that is a BIG project.

well sometimes i come out with a character, but then think of how i can make it better, its easier to de-level all the way rather than make a new character and have like 100 characters in your local vault

I think it would be a good idea to make the de-leveling option different. It would be much easier if you get a list of levels to remove from 1-39. So i could remove 34 in one click instead of having to talk to her over and over.

well i was trying to test out a character, and I shouldnt have to log out and log back on a 40 just to kill him. Besides he probably wouldn't leave then, so I couldn't log back on to my weak character, or he'd kill it.

I noticed that there are no pure black and white dies. Also, a player was on the other day, and he kept killing me when i was trying to get into the Armoury. I said please stop, but he would not.
