I have found a way to tell level restictions before you buy an item. While looking at an item, pull it down into your items box. Then try to put it on. If it is level restricted you should not be able to wear it. You can still buy the item even if you leave it on. Of course this means you could stea...

i got that same bug on every server just after i entered NS4, just after character creation. I hope it gets fixed!
