What is the duration of Cat's Grace and Eagle's Splender casted by a lvl5 harper scout? Does it appear like a CL40 wiz spell when the char was lvl40?

i find some lvl40 craft item in change log, but my friends told me that they can't be crafted now.
may i craft it when i hit lvl40? and i have upgrate my belt twice, do i have to craft a new one to upgrate it at lvl40?

confused now....
hope i can get lvl35 this week to see my fear aura

pure druid's dragon shape has not the fear aura, is it right? why they can't have it

Before tonight server reset, i can connect it. But after it, i can't find it in GameSpy's List and can't use direct connect to get it. I can still ping it (64.94.108.29/ns4.servegame.com) well.
What the problem is and how i can resolve it, waiting for your suggestions

In change log, it said "Rangers now receive Improved Evasion at 9 ranger levels".
Someone told me the char get this feat like it is on items.
My question is: A char with 9 ranger and 5 SDD can choose Epic Dodge or not?

If I begin with 12Str, can I take PA as a Feat after finish the jobs of NC and gain the +1 str bonus?
